Off-metal 1928 Lincoln cent struck on a silver dime planchet. The coin weighs 2.5 grams and is silver, which is correct for a dime. Although scarce, this is one of the more common "early date" wheat cents on dime planchets, and so is more affordable. Being that the coin is in such a low grade, it is also very affordable.
