When the coin was struck, the planchet was only partially inside the collar die, and so expanded beyond it's normal diameter and also only received reeding on part of the coin's edge.

Silver eagle striking errors are generally very scarce, with partial collars or minor double-strikes being pretty much the only known types of major striking errors on silver eagles.
