The coin has the design of a cent, but is struck on a silver dime planchet. Off-metals occur, usually, when the planchet of one coin type is left in a planchet bin that another coin type is being used for. The planchets are then all fed into a press, and the "wrong planchet" is struck in the press set up for the other denomination.
