Kennedy Half dollar with an 10% partial brockage at 5 o'clock and a 15% counterbrockage at 4 o'clock. Additionally, the coin is a partial collar strike, a minor misaligned obverse die, and strong clashed dies. There's a lot going on with this coin, and the counterbrockage in combination with the brockage is very unusual on a Kennedy half, and we cannot recall ever seeing another example like this.
