This is a Lincoln cent which is struck 50% off-center on a 1989-P Roosevelt dime, and is a double-denomination 11c piece. A very dramatic and rare error type, and with perhaps 8-10 examples known. This is a nicer example, since a good portion of the cent's design is still visible on the off-center strike (many are struck 80% or more off-center, leaving a minimum of cent design showing, unlike this specimen.)
The error occurred when a 1989-P Roosevelt dime was fed into a press which was striking Lincoln cents, and was struck off-center by the cent dies.
PCGS MS-64 with flashy white surfaces and no problems.
