PCGS 25c 1999-P Georgia Quarter Struck on Experimental Copper & Zinc Planchet MS65

PCGS 1999-P Georgia quarter struck on an experimental planchet. The coin is a bright yellow-green color, and was struck on an alloy of approximately 70% copper and 30% zinc, with a few traces of other metals. 

Why the coins were made is unknown. It's possible they are the result of Mint employees' tomfoolery at the Mint, or they could have been part of some sort of experiment with metals being done at the Mint. Whatever the reason for their manufacture, they are quite rare, with only 3-5 examples known for this state. 

MS65 with bright, lustrous surfaces.
