This is a 1999-P Pennsylvania state quarter which is struck on a small 0.5 gram piece of a copper Lincoln cent planchet. The piece detached from a multi-struck broadstruck cent planchet (probably the larger piece never made it out of the mint, unlike this piece which did.) Although PCGS did not say it is a Pennsylvania quarter, with careful examination it has to be as you can see a piece of Ms.Liberty's dress and the closeness of some other design mean that is had to be Pennsylvania. State quarters are extremely rare struck on cent planchets, and all are well over $6000. This is by far the most affordable state quarter on cent you will ever find.
